Pedestrian Struck by Car on Tuesday Dies - Crash Still Under Investigation

On Tuesday November 19, 2013, at 6:30 a.m., East Precinct officers responded to the report of a pedestrian struck on Southeast 111th Avenue, South of Harold Street.

Officers and medical personnel arrived and began rendering aid to the pedestrian, 23-year-old Rochelle Ariana Riffe. She was transported to a Portland hospital with traumatic but not believed to be life-threatening injuries.

The driver, 59-year-old Dorothy Anne Monte, remained at the scene and cooperated with the investigation.

Traffic investigators learned that Riffe was walking southbound on 111th Avenue, on the westside of the street, when she was struck by a 2001 Subaru Legacy driven by Monte. Monte was also driving southbound on 111th Avenue and struck Riffe from behind.

Investigators examined the roadway and noted that on the westside of the street where Riffe was walking, there is virtually no shoulder beyond the fogline.

Monte did not show any signs of impairment.

The crash occurred during the darkness of morning and heavy rain, both of which may be contributing factors.

The case remains under investigation and no citations or arrests have occurred.

This is the 29th traffic fatality of 2013.
