Traffic Pursuit Leads to Two Arrests in Southeast Portland

This morning, Sunday November 24, 2013, at 11:09 a.m., East Precinct officers attempted to stop a white Ford Probe for traffic infractions at Southeast 92nd Avenue and Flavel Street. The driver of the Probe failed to stop for officers and instead sped away eastbound on Flavel Street.

Officers pursued the vehicle for approximately five minutes until the vehicle stopped in a driveway at Southeast 162nd Avenue and Clatsop Street. The driver and a passenger fled the vehicle and into the neighborhood.

Initial information from area residents indicated that one of the suspects was armed with a handgun. Based on this limited information, the Portland Police Bureau Air Support Unit was called to respond to the scene to provide aerial assistance in locating the suspect.

The driver, 42-year-old Jeffrey Dale McCarter, was located hiding in a pond near the 16600 block of Southeast Baxter Road. He was taken into custody by officers.

The passenger was not initially located by police so officers cleared the area. Approximately an hour and a half after police cleared the area, a person called 9-1-1 to report that a neighbor was holding an unknown subject at gunpoint in the area of Southeast 162nd Avenue and Clatsop Street.

Clackamas County Sheriff's Office deputies responded and took the suspect, 30-year-old Justin Allen Gigoux, into custody. He was later identified to be the passenger in the vehicle.

No handgun was found in connection with either suspect.

Both suspects were booked into the Multnomah County Jail; McCarter on charges of Attempt to Elude in a Vehicle, Reckless Driving and Attempt to Elude on Foot; and Gigoux on an outstanding warrant for Theft in the Third Degree.
