This morning, Friday December 13, 2013, the Special Emergency Reaction Team (SERT) served a search warrant at 6119 Southeast Clatsop Street in connection with an investigation being conducted by the East Precinct Neighborhood Response Team (NRT).

This investigation was the result of numerous neighborhood complaints and patrol officers observations of criminal activity at the residence. East Precinct NRT worked with detectives from the Burglary Task Force and the Clackamas County Sheriff's Office.

The Portland Police Bureau has Neighborhood Response Teams at each of the three precincts that work with neighborhood groups to address safety and livability concerns in the community

Three people at the residence were arrested during this morning's search warrant:

53-year-old Robin Lee Keithley

42-year-old Richard Allen Blair

42-year-old Marti Lee White

All three were charged with Frequenting a Place where Controlled Substances are Used and booked into the Multnomah County Jail.

Several items of evidence, including suspected stolen property, were recovered from the residence.

30-year-old Jason Lee Woodrow Keithley, the owner of the residence, was not home and is now being sought by law enforcement. Keithley has an outstanding felony warrant for Possession of Methamphetamine.
