On Sunday March 23, 2014, at 9:18 p.m., Central Precinct officers responded to the Hawthorne Bridge on the report that a man climbed to the top of one of the bridge towers and that he claimed to be carrying an envelope containing the toxic substance ricin.
Officers arrived in the area and shut down the bridge to all traffic and located the man on a platform on the East tower of the bridge. The man was verbally hostile, visibly intoxicated and refusing to come down.
An officer assigned to the Enhanced Crisis Intervention Team (ECIT) responded and continued to talk with the man. After approximately 20 minutes, the man agreed to come down on his own and, after climbing down, he was taken into custody without incident. The envelope he claimed was containing ricin was empty and posed no danger.
The man, 49-year-old William Mscichowski, was booked into the Multnomah County Jail on a charge of Disorderly Conduct in the Second Degree.
