38-year-old Jarred Holt has been issued two traffic citations as a result of the investigation into a pedestrian crash on February 14, 2014, at Southeast 84th Avenue and Division Street.
The citations are for Careless Driving Causing Death to a Vulnerable Road User and Careless Driving Causing Serious Injury to a Vulnerable Road User. Holt must appear before a judge on April 21, 2014.
This investigation started on February 14, 2014, at 11:26 a.m., when East Precinct officers responded to Southeast 84th Avenue and Division Street on the report of two pedestrians struck by a vehicle.
Investigators have learned that a 80-year-old Zhi Hu and his wife, 78-year-old Yan Huang, were crossing Southeast Division Street, from North to South in an unmarked crosswalk. A 2014 GMC pick-up truck, driven by Holt, was making a left (eastbound) turn from 84th Avenue onto Division Street when he struck both pedestrians near the center turn lane.
Huang died at the scene and her husband, Hu, was transported to a Portland hospital for treatment to non-life threatening injuries.
Holt remained at the scene and cooperated fully with the investigation. Impairment by drugs or alcohol is was not a factor in this crash.
The case was presented to the Multnomah County District Attorney's Office, who determined that no criminal charges would be filed against Holt.
This was the second traffic fatality of 2014 in Portland.
