Portland Police Sex Crimes Detectives, assisted by officers from the Sex Offender Registration Detail (SORD) and Central Precinct, arrested 47-year-old Clarence Ray Williams on Wednesday in connection with a March 2014 sexual assault.
This investigation started on March 11, 2014, when the 20-year-old female victim called 9-1-1 to report that a stranger sexually assaulted her near the stairs at the East end of the Steel Bridge. After the attack, the victim returned home and called 9-1-1.
In addition to sexually assaulting the woman, the suspect stole her bank cards.
Sex Crimes Detectives worked closely with SORD and Central Precinct to identify the suspect as Clarence Williams, a Registered Sex Offender. He was arrested without incident at Southwest 5th Avenue and Burnside Street on April 16, 2014, at just before 5:00 p.m.
Williams was booked into the Multnomah County Jail on charges of Rape in the First Degree, Robbery in the First Degree, Robbery in the Third Degree, and Aggravated Identity Theft and was arraigned on Thursday.
