On the afternoon of Friday May 23, 2014, Central Precinct officers arrested a 25-year-old man outside the U.S. Courthouse at Southwest 3rd and Salmon Street in Downtown Portland after numerous complaints about him being completely naked and playing a violin.

25-year-old Matthew Thomas Mglej (unknown if true last name) was arrested and booked into the Multnomah County Jail for violation of Portland City Code 14A.40.030, Indecent Exposure.

City Code states: "It is unlawful for any person to expose his or her genitalia while in a public place or place visible from a public place, if the public place is open or available to persons of the opposite sex."

Prior to arresting the man, multiple officers, a sergeant and a lieutenant contacted him and warned him that his lack of attire was in violation of City Code and that if his actions continued and police received further complaints, he would be arrested.

The man was arrested without incident but would not cooperate and walk to the police car under his own power so he was carried by officers and placed into the vehicle for the ride to jail.
