Charter Bus Driver Cited for June 2014 Fatal Crash in Old Town

On Tuesday August 19, 2014, the Portland Police Bureau Traffic Investigations Unit issued two citations to a driver involved in a June 2014 fatal crash in Old Town.

The driver, 68-year-old Charles Atarashi Start, was issued citations for the following violations:

* Oregon Revised Statute 811.028 - Failure to Stop and Remain Stopped for Pedestrian
* Oregon Revised Statute 811.135 - Careless Driving (Accident/Death to a Vulnerable Road User)

This investigation started on June 8, 2014, at 3:53 p.m., when Central Precinct officers received a report of a crash involving a pedestrian and a bus at Northwest 6th Avenue and Glisan Street.

The pedestrian killed, 18-year-old Monserrat Hernandez-Garcia of Vancouver, Washington, was killed after being struck by an AMTRAK charter bus, driven by Mr. Start.

Investigators learned that the bus driver turned from Westbound Glisan Street to northbound 6th Avenue, where the crash occurred and Ms. Hernandez-Garcia was struck and killed.

The Multnomah County District Attorney's Office reviewed this case.
