03/18/2013 Portland Police Arrest Two Men in Mall 205 Parking Lot - Seize Five Ounces of Heroin

On March 12, 2013, at approximately 2:45 p.m., Portland Police officers assigned to the Drugs and Vice Division (DVD) observed two men meeting in the parking lot of the Mall 205 shopping center and believed the two men were conducting a narcotics transaction based on their behavior. Officers contacted the two men, 28-year-old Efran Arredondo-Meza and 41-year-old Jaime Enrique Montoya-Chacon, and determined that they were in-fact involved in a transaction of heroin. Officers seized five ounces of heroin and arrested both men for Distribution and Possession of Heroin.*-..
