01/28/2016 UPDATE: Assault Detectives Asking for the Public's Help to Identify Three Persons-of-Interest

The three persons-of-interest in this case have been identified by detectives and the investigation is continuing into the circumstances of this incident.

No arrests have been made at this time.

Detectives would like to thank the public on the numerous tips received during this investigation.

On January 16, 2016, at 11:33 p.m., Central Precinct officers responded to Northwest 21st Avenue and Hoyt Street on the report of an assault and that a male was down and unconscious.

As officers were responding to the scene, dispatch provided an update that the suspect was last seen running eastbound on Hoyt Street.*-..

Effective on Wednesday, January 27, 2016, fees for obtaining public records from the Portland Police Bureau have increased for the first time in more than 20 years.

01/26/2016 Unknown Gunman Shoots Tire of Moving Tractor Trailer on I-205 Early Tuesday Morning

On Tuesday January 26, 2016, at 2;13 a.m., East Precinct officers responded to I-205 southbound at Division Street on the report that someone shot at a tractor-trailer being driven on the freeway, flattening one of the tires.

Officers contacted the truck driver who told police that he was driving southbound on I-205 in the right lane when someone in a newer black SUV with tinted windows pulled up along side him and someone inside the vehicle fired multiple rounds at the driver's side rear tire before speeding out of the area.

Officers located evidence of gunfire consistent with the truck driver's statement.*-..

01/25/2016 42-Year-Old Florida Man Arrested in Portland for Numerous Sex Charges, Luring a 12-Year-Old Child on Social Media (Photo)

On Sunday January 25, 2016, Central Precinct officers began an investigation into a report that a 42-year-old man engaged in sexual activity with a 12-year-old girl that he met on the social media site Instagram.

Officers worked with detectives assigned to the Child Abuse Team (CAT) to locate and arrest 42-year-old Sergio Zambrano at his motel room at the Motel 6, located at 3104 Southeast Powell Boulevard.

Zambrano was booked into the Multnomah County Jail on charges of Rape in the Second Degree, Sodomy in the Second Degree (two counts), Sex Abuse in the First Degree (four counts), Unlawful Sexual Penetration (two counts), Using a Child in a Display of Sexually Explicit Conduct, Encouraging Child Sex Abuse (two counts), and Luring a Minor.

Zambrano will be arraigned on Tuesday in Multnomah County Circuit Court.

Detectives learned that Zambrano met the 12-year-old female victim on Instagram approximately three weeks ago and that he lied about his age to the victim.*-..

On Sunday January 24, 2016, at 4:16 p.m., East Precinct and Traffic Division officers responded to the report of a rollover crash on I-205 southbound at Holgate Boulevard.

Officers, firefighters and medical personnel arrived and located one driver who needed to be cut out of the involved vehicle.*-..

01/24/2016 Motorcycle Rider Killed on Airport Way After High Speed Crash into a Pole

On Saturday January 23, 2016, at 11:06 p.m., North Precinct officers responded to the report of a motorcycle rider that crashed on Northeast Airport Way near 145th Avenue.

Officers and medical personnel arrived and located the male adult rider, who was deceased from his injuries.

Witnesses told police that the deceased rider was riding at a high rate of speed next to another motorcycle rider eastbound on Airport Way, just prior to the crash.

The Traffic Division's Major Crash Team has responded to the scene to conduct an investigation into the crash.

Airport Way will remain closed, between 138th and 148th Avenue, for several hours overnight.

No additional information is available and updates will be released later on Sunday.

The driver arrested for ramming two police cars on Friday night has been identified as 24-year-old Justin Joseph Panek.

Panek was booked into the Multnomah County Jail on charges of Assault in the Second Degree, Attempted Assault in the Second Degree, Criminal Mischief in the Second Degree (four counts), Felon in Possession of a Firearm, Theft in the Second Degree, Theft in the Third Degree, and Driving Under the Influence -- Drugs.*-..
