08/13/2014 Public Alert: Ongoing Scam Affecting Utility Customers in Willamette Valley

The Portland Police Bureau and Portland General Electric want community members to be aware of an ongoing nation-wide telephone scam targeting utility customers.

Members of the community are being targeted by a telephone scam in which customers are being contacted by someone claiming to be with their utility, or a collection agency working on behalf of the utility.

These scammers are telling customers that they are past due on their account and need to pay immediately or their service will be disconnected.*-..

08/13/2014 Detectives Arrest Overlook Neighborhood Robbery, Sex Assault Suspect (Photo)

On Tuesday August 12, 2014, Portland Police detectives arrested 18-year-old Alex Francisco-Sebastion in connection with an August 4, 2014 sexual assault and an August 8, 2014 robbery in North Portland's Overlook Neighborhood.

Francisco-Sebastion met with detectives voluntarily on Tuesday morning and, after additional investigation, was arrested by Sex Crimes Unit detectives.

Francisco-Sebastion was booked into the Multnomah County Jail on charges of Rape in the First Degree, Sodomy in the First Degree (two counts), Strangulation, Attempted Kidnapping in the First Degree, Robbery in the Second Degree, and Strangulation.

This investigation began on Monday August 4, 2014, at approximately 10:30 p.m., when North Precinct officers responded to the report of a sexual assault that occurred in North Portland's Overlook Neighborhood.*-..

This morning, Thursday August 14, 2014, at 9:11 a.m., East Precinct officers responded to the report of a bank robbery at the Bank of the West, located at 8135 Southeast Division Street.

08/17/2014 UPDATE #3: Shooting Investigation Underway in Downtown Portland - Two People Injured

Gang Enforcement Team detectives are continuing to investigate the early morning shooting in Downtown Portland.

21-year-old Jaron Cuie, 37-year-old Damarvis Lee and 25-year-old Ricardo Savoy Hernandez were the three men injured in the shooting.

Investigators learned that two groups of men were fighting and that someone fired shots and the three victims were hit by gunfire.

It is unknown if this shooting is related to the homicide that occurred later in Southeast Portland.

The Gang Enforcement Team will be providing extra patrols the next few days as a result of this shooting and the Southeast Portland homicide.

08/17/2014 UPDATE: Homicide Investigation Underway in Southeast Portland's Centennial Neighborhood

Homicide detectives are continuing their investigation into this morning's shooting in Southeast Portland.

The victim has been identified as 21-year-old Ervaeua Ronchelle Herring, a resident of the Eastwood Village Apartments.

The Oregon State Medical Examiner will conduct an autopsy on Monday to determine the exact cause of death.

At this point in the investigation, there is no specific suspect description to share with the public.

Investigators are asking for any information about this case to be shared with police.

On Sunday August 17, 2014, at 5:00 a.m., East Precinct officers responded to the Eastwood Village Apartments, located at 15139 Southeast Powell Boulevard, on the report of a shooting.

Officers arrived in the area and learned from witnesses that the shots seemed to be focused on one of the apartments.

Officers located a female adult deceased inside an apartment.

Witnesses have told police that the suspects were several African American males with handguns.

Preliminary information from witnesses indicates that the shooting is gang-related.

Homicide Detectives and Criminalists from the Forensic Evidence Division are responding to begin a homicide investigation.*-..
