09/12/2013 Stolen Bicycle Recovered when Suspect Rides up to Police in Downtown Portland

This morning, Thursday September 12, 2013, Central Precinct officers were assisting the Portland Bureau of Transportation (PBOT) with a sidewalk clean-up along Southwest Madison Street, 3rd to 4th Avenues, when 39-year-old Jason Lee Elmore rode a bicycle onto the sidewalk where officers were standing.

05/05/2014 Stolen Property Investigation Leads to Three Arrests, Search Warrant at University Park Home (Photo)

On Friday May 2, 2014, officers assigned to North Precinct's Neighborhood Response Team (NRT) served a search warrant at 7040 North Olin Avenue after a six-month investigation into a group of people selling stolen property from the residence.

Three people were arrested at the home and several items of suspected stolen property was recovered, including appliances, paintings, bicycles, and bicycle parts.

47-year-old Joel Michael Orazio, 30-year-old Michael Joseph Orazio and 46-year-old Trevor Leon Largent were all arrested and booked into the Multnomah County Jail on outstanding warrants.

North Precinct NRT was assisted in the investigation by detectives assigned to the Burglary Detail and Evidence Control Specialists from the Property Evidence Division.

Neighbors partnering with police was a key piece of this investigation.*-..

On January 7, 2015, the Portland Police Bureau released the latest Stops Data Collection Report, covering the 2013 stops and search data analysis.

The report has been posted to the Portland Police Bureau's webpage and can be found at

The Police Bureau anticipates that the 2014 report will be released by the end of the first quarter in 2015.

When an officer conducts a stop (traffic or pedestrian), a Stops Data Collection (SDC) form is completed at the time of the stop or immediately following the stop.*-..

Today, Wednesday February 19, 2014, the Portland Police Bureau released the Stops Data Collection Report, covering the 2011 stops and search data analysis.

The report has been posted to the Portland Police Bureau's website and can be found at

This report documents the Portland Police Bureau's (PPB) follow up to the Portland State University's Criminal Justice and Policy Research Institute (CJPRI) report, "Benchmarking Portland Police Bureau Traffic Stops and Search Data," (Renauer, Henning, & Covelli, Benchmarking Portland Police Bureau Traffic Stop and Search Data, 2009). That report arose out of a request for technical assistance from the CJPRI, aimed at improving how the PPB collects and analyzes its stop and search data.

This report provides:

* A review of the recommendations made by CJPRI.
* A review of the improvements made to the stops data collection process and updated benchmarking techniques.
* The 2011 PPB stops and search data analysis.

One of the main purposes of this document is to provide a resource to those charged with facilitating or participating in discussions around racial disparities in the Portland Police Bureau's stop and search data.*-..
