11/12/2014 UPDATE #2 - NAME RELEASE: Update on Homicide Investigation and SERT Activation

Today the Oregon State Medical Examiner conducted autopsies on both Nicolette Elias and Ian Elias.

Nicolette Elias suffered multiple gunshot wounds as well as two wounds from arrows.

Ian Elias died of a single self-inflicted gunshot wound to the chest.

Homicide detectives are continuing the investigation but do not believe there are any outstanding suspects or risk to the community.



Homicide detectives have been able to confirm the identities and notify family of both people involved in today's homicide and suicide.

46-year-old Nicolette Naomi Elias was the woman killed on Southwest Brugger Street.

47-year-old Ian Martin Elias was the man who took his own life on Northeast 25th Avenue.

Both of their families are asking for privacy during this very difficult time.

No additional updates on this case are expected today.

10/30/2013 UPDATE #2 - Police Talking With Suicidal Man on the Vista Bridge

At approximately 10:45 p.m., the man on the Vista Bridge came down and has been transported to a Portland hospital for a mental health evaluation.



The man on the ledge of the Vista Bridge remains on the bridge this evening after more than 5 hours of crisis negotiation by Portland Police officers.

Negotiators worked with mental health workers, spoke with the man's out-of-state family, and worked with Portland Fire & Rescue to come up with a safe plan to get the man off the bridge.

The Oregon State Medical Examiner today conducted an autopsy on the deceased 22-year-old woman found in the Willamette River and determined that she died of blunt force trauma and drowning.

The victim, 22-year-old Elyesicia Chevonna Payton, was the suspect's girlfriend.

No additional details will be released as there is a Multnomah County Grand Jury will begin hearing the case next week.

This is the third homicide of 2015.



Late Thursday night, Homicide detectives booked 22-year-old Nicholas Ross Estrada into the Multnomah County Jail on charges of Murder and Unlawful Use of a Weapon.*-..
