On Sunday, January 21, 2007, Central Precinct officers arrested 42-year-old Curtis Lee Beard on two counts of Kidnap in the First Degree, one count of Assault in the Second Degree and one count of Attempted Assault in the Second Degree after receiving information on two separate assaults within 90 minutes. The first assault occurred at 8:10 am, when a 46-year-old woman was stopped on Southwest Part Street near the entrance to Washington Park looking for place to park her car. Beard contacted the victim and convinced her he could help her find a parking spot. Beard then lured the victim further into the park. The victim quickly became suspicious and ordered Beard out of the car. Beard punched the victim several times breaking several bones in her face as she fought back forcing him out of the car. Beard fled on foot as the victim drove back out of the park.
About an hour later at 9:10 am, Central Precinct officers received information on a second assault in a parking structure in the 1800 block of Southwest Salmon Street. Officers arrived and contacted a 53-year-old female who stated that a suspect flagged her down and asked her to help him jump his car. As the victim stopped, the suspect bent into her car and punched her twice. The victim forced the suspect out of her car and fled the area. Based on suspect description officers determined that the same suspect may be responsible for both assaults.
Shortly after receiving information on the second assault, officers located Beard in a nearby parking lot and took him into custody. Beard was transported to the Detective Division and eventually booked into the Justice Center Jail. Investigators believe that Beard was attempting to lure the victims into a position where he could gain greater control over them. They also believe Beard may be responsible for other similar, but possibly unreported assaults.
