On Tuesday, August 28, 2007, at approximately 2:30 pm, Central Precinct officers found the body of 18-year-old Emily Egan while conducting a welfare check at an apartment in the 1200 block of Southwest 11th Avenue. While at the apartment officers also detained 37-year-old Paul Frizzelle who had possible self-inflicted injuries to his arms. Homicide Detectives were called to the scene to conduct an investigation.
The investigation began when BOEC received calls from people residing in North Carolina and California expressing concern for the welfare of the occupants of Frizzelle’s apartment. Because the first caller did not have a current address for Frizzelle it took some time to find the correct location.
After Frizzelle received medical attention for his injuries he was transported to the Detectives Division. Frizzelle was eventually charged with one count of Murder and booked into the Justice Center Jail.
An autopsy conducted by the Multnomah County Medical Examiner determined that the victim died of homicidal violence.
