During the initial interview, the victim described several incidents of continued abuse by Sandoval-Montes including, occasions when the victim had been strangled, choked, beaten, kicked, and had bones broken by the suspect. Investigators located Sandoval-Montes and took him into custody. During a subsequent search of his apartment for evidence related to the assault, investigators located a firearm, three pounds of cocaine, $22,500 in cash, and other evidence of drug trafficking. Sandoval-Montes was charged with one count each of Coercion, Strangulation, and Assault in the Fourth Degree. ROCN investigators were called to assist in the investigation and have placed a Federal hold on the suspect.
Investigators believe the victim may have been assaulted by the suspect on many occasions during the past several years. Many victims of domestic violence do not report the crime and suspects use this cloak of secrecy to continue the abuse. Investigators and victim advocates of the Domestic Violence Reduction Unit are trained to help victims and end the cycle of abuse. Anyone needing assistance, should call 911 or DVRU at the Portland Police Bureau Family Services Division at (503) 823-0090.
