The investigation began on Thursday, March 20, 2008, when Portland Police were called to the victim’s home in Northeast Portland. The victim reported that a male subject had broken into her home three times over a two ½-week period. On the first occurrence, the victim woke up and found the suspect in her bedroom. After sexually abusing the victim, the suspect remained in her room for several hours talking to her. The suspect came back two more times in the middle of the night: however, he did not sexually assault the victim. The victim did not report the crimes to police due to family concerns. After the third occurrence, the victim decided to report the crimes out of fear for her safety.
Detectives immediately responded to the home and processed the scene. Detectives located obvious signs of forced entry and physical evidence left at the scene. Due to the probability of the suspect returning to the home, Southeast Precinct officers were alerted and provided with a suspect description provided by the victim.
On Friday, April 4, 2008, at 7:51 a.m. Southeast Precinct Officer Susan Billard spotted a male subject who matched the suspect description within a block of the victim’s home. Officer Billard detained the subject and called Detectives. Detectives immediately responded to the location and interviewed the subject, later identified as Orr. Orr was taken into custody and booked into the Multnomah County Detention Center.
