On Wednesday, December 3, 2008, Central Precinct officers made contact with the employees at Loco-Loco Burrito and King Burrito, located in the 300 block of Southwest 5th Avenue; El Original Chile Rellano, located in the 900 block of Southwest Alder Street; and Pizza Schmizza; located in the 700 block of Southwest Yamhill Street; in connection with a stolen property investigation. The investigation began in September 2008, when a Central Precinct officer arrested 29-year-old James Christopher Younce on one count of Theft in the Second Degree in connection with a shoplift investigation. During the subsequent interview, Younce told the officers about several businesses that were actively purchasing stolen property.
Based on the information, officers began surveillances on several business and observed employees purchasing items with clearly visible store tags and security devices. An undercover officer then made contact with employees at several of the businesses offering to sell them stolen property. Individuals connected with all four of the named businesses agreed to buy property from the officer even though he told them the items he was selling were stolen from area businesses or vehicles. Several of the subjects from the businesses also gave the undercover officer shopping lists of items they wanted him to steal. During the investigation, the undercover officer sold employees of the businesses more than three dozen items that he represented as stolen.
All of the items sold to the suspects were actually donated by businesses cooperating with the investigation.
