NEWS RELEASE COLD CASE HOMICIDE DETECTIVES MAKE ARREST IN 1987 HOMICIDE
On March 26, 2009, the Portland Police Bureau’s Cold Case Homicide Unit and the Multnomah County District Attorney’s Office indicted 66-year-old James Samuel Owens and charged him with the 1987 murder of 42-year-old Nancy Converse. James Owens was transferred to Portland from the Oregon State Correctional Institute (OSCI) in order to be arraigned in Multnomah County. James Owens has been at OSCI since 1989 serving a sentence for Rape in the First Degree and Burglary in the First Degree. James Owens will be arraigned in Multnomah County on April 9, 2009 on three counts of Aggravated Murder and two counts of Murder.
Nancy Converse was murdered on February 2, 1987 and was found in her apartment located at 5700 North Kerby in Portland. The Medical Examiner’s Office determined that the cause of death in this case was strangulation. Cold Case Detectives have been investigating this case since 2006 and were able to link the suspect to the victim through DNA.
