At about 6:15 a.m. on Thursday, February 21, 2002, a Portland Police Officer on routine patrol observed a Ford Escort near the area of Northwest 9th Avenue and Hoyt Street. When the officer checked the vehicle on his patrol car’s computer, the vehicle came back as “stolen.” The officer activated his overhead lights and stopped the vehicle. Shortly thereafter, the officer discharged his service weapon in the direction of the driver who has been identified as 46-year-old Richard Lochner. Lochner was not injured in the incident. It was later determined that Lochner was the registered owner of the vehicle, which had been stolen and later recovered.Homicide Detectives are conducting an investigation to determine what facts led the officer to discharge his weapon.
