On Sunday, January 27, 2002, Northeast Precinct officers executed a search warrant at the home of 24-year-old Theodore Franklin Shepard. Shepard, who lived in the 2600 block of NE Lombard Street, is a suspect in numerous car prowls that have occurred in Northeast Precinct dating back to 1995. A substantial amount of evidence was seized for Shepard’s home.

On February 1, 2002 at 1:00 p.m. Northeast Precinct Commander Derrick Foxworth and members of the Neighborhood Response Team will hold a news conference in the Northeast Precinct Community Room located at 449 NE Emerson Street. Commander Foxworth and the investigators will explain how the investigation unfolded and provide information that will help citizens reduce their chance of becoming a victim of a car prowl. Some of the evidence seized from Shepard’s residence will be available for inspection.
