After a standoff that lasted approximately 7 ½ hours, Portland Police arrested 34-year-old Ron Studer on 5 counts of Kidnap in the First Degree and 1 count of Felony Domestic Violence. Studer was booked into the Justice Center Jail and is scheduled for arraignment on May 28, 2002.
The standoff began shortly after 4:00 p.m. when Studer’s estranged girlfriend called 9-1-1 to report that Studer had threatened both her and the several children in their apartment. Officers arrived and quickly determined Studer intended to hold the children hostage. The Special Emergency Reaction Team (SERT) and Hostage Negotiation Team (HNT) were called to the scene and established contact with Studer. During 7 ½ hours of negotiation, negotiators secured the release of the 5 children, ranging in age from 1-7 years old. Negotiators continued to speak with Studer until they believed deploying tear gas was the safest method of resolving the conflict. Studer surrendered shortly after the deployment of the gas.
