“This past August, the Joint Terrorism Task Force (JTTF) learned that 39-year-old Ali Khaled Steitiye, a convicted felon, was attempting to fraudulently obtain an assault weapon. This information came from a gun dealer in the Portland Metropolitan Area. The JTTF, ATF and the Portland Police Bureau’s Youth Gang Anti-Violence Task Force (YGAT) initiated a criminal investigation. After significant follow-up and surveillance, an arrest and search warrant was executed on October 24, 2001. When Steitiye was arrested, he was in possession of a 9 mm pistol and an assault weapon. He was also in possession of more than 1,000 rounds of ammunition and a machete.

Portland Police Officers, Oregon State Patrol Officers and federal authorities also searched Steitiye’s home. During the search, officers found fraudulently obtained Social Security cards, credit cards and an immigration green card. He was also in possession of $20,000 in cash, a calendar highlighting September 11, 2001, and a plaque identifying the terrorist group Hamas. Steitiye admitted that in the past, he had trained with guerilla groups in Lebanon. Steitiye is now in federal custody and has been indicted on federal weapons charges.

The continued investigation revealed that Steitiye obtained his U.S. citizenship through fraudulent means. There are now several ongoing investigations based on information obtained through the execution of the search warrants.

I am revealing this information today to explain to our citizens that the Portland Police Bureau continues to fully cooperate with each and every ongoing criminal investigation. The JTTF was involved in several investigations of this type before September 11, and they have continued since.

The Portland Police Bureau is only one of several organizations that was involved in this investigation. We are not making this information public to highlight the Portland Police Bureau’s contribution over that of the FBI, the ATF, Oregon State Patrol or any other law enforcement agency. Rather, this investigation points out that we are all committed and stand together for the safety of all Americans.”
