Homicide Investigation 9125 SE Crystal Springs Boulevard

UPDATE: On Monday, July 1, 2002, at approximately 2:20pm, 34-year-old Thomas Christian Miller was arrested by Portland Police Bureau Homicide Detectives Cheryl Kanzler and John Brooks at JDH, where Miller had gone to attend a custody hearing regarding his child, who was in protective custody.

Thomas Miller, who is the husband of the victim, Juliet S. Miller, was arrested on One Count of Murder, and a charge of Probation Violation from Columbia County, and lodged in the Multnomah County Justice Center Jail, with arraignment set for Tuesday.

On Friday, June 28, 2002, at approximately 3:38 in the afternoon, 9-1-1 received a call that a woman was possibly dead inside the apartment at 9125 SE Crystal Springs Boulevard. The call had come from a location some distance from the address. Upon arrival, officers did find the body of a woman. The woman, later identified as 36-year-old Juliet S. Miller, resided at the address with her husband and one of her children. An autopsy, conducted today by the Medical Examiner's Office, determined Juliet Miller had died from strangulation.

At approximately noon on Friday, Portland Police Uniform Officers were dispatched to Miller's address on reports from neighbors of a woman disturbing. Upon arrival officer found the situation involved Miller and her husband and their vehicle. As there was no sign or indication of injury, to Miller or her husband and neither wanted to complain, officers left.

Detectives have talked with Juliet Miller's husband, who has not been charged.

Portland Metro Crime Stoppers is offering a cash reward of up to $1,000 for information that leads to an arrest in this case.
