Diegner, who was not breathing, was resuscitated by detectives and transported, via ambulance, to Emanuel Hospital. Current procedures do not require detectives to remove belts from cooperative subjects. Commander James Ferraris is reviewing the current Detective Division Standard Operating Procedures for detained subjects and has assigned Homicide Detectives to conduct an investigation into the events leading to the attempted suicide. The Portland Police Bureau does not have a photograph of Diegner.
Detectives believe Diegner, posing as an undercover police officer, contacted lone females in the Portland Metropolitan Area and convinced them to enter his car wit the understanding that they would be transported to jail, JDH, or a police precinct. Diegner would then sexually assault the victim. Diegner's car is described as a Dark Blue 1994 Chevrolet Caprice, with Oregon license plates and a police spotlight.
