On Tuesday, November 26, 2002, Detectives from the Family Services Division Child Abuse Team were contacted by the mother of 12-year-old Sylvia Perez who reported the child had runaway from her family home and was believed to be in the custody of 23-year-old Jeffery S. Hinton. Perez and Hinton were last seen early this morning and are possibly driving to California in a green colored Saturn, Oregon license XVH841.
Perez is a Hispanic Female, 5'3'', 120 pounds, with brown shoulder length hair and brown eyes. Hinton is a White Male, 6'1", 160 pounds, with brown hair, brown eyes, and a goatee.
Based on information available at this time, detectives are concerned for the safety of the child and are seeking help from law enforcement in both Oregon and California along with the Federal Bureau of Investigation. Anyone with information in this investigation is asked to call the Family Services Division Child Abuse Team at (503) 823-0992 or 9-1-1.
At 3:25 a.m. on November 27, 2002, Gresham Detective Tony Cobb and Multnomah County Sheriffs Office Detective Lee Gossen made contact with Hinton by cell phone and determined he and Perez were currently in an apartment in Walnut Creek, California. The detectives negotiated with Hinton until he agreed to surrender to local law enforcement waiting outside of the apartment. Hinton was arrested on one count of Rape in the Second Degree, one count of Kidnap in the Second Degree, one count of Custodial Interference in the Second Degree, one count of Sex Abuse in the First Degree, and one count of Contributing to the Sexual Delinquency of a Minor.
