On April 6, 2005, at 10:10 am, officers from the School Police Division of the Portland Police Bureau arrested 17-year-old Michael Anthony Canell on one count of Felon in Possession of a Firearm and one count of Unauthorized Possession of a Short Barreled Firearm. Officers arrested Canell in the 2700 block of Northeast Broadway as he was walking away from the Youth Employment Institute. Officers were at the school attending a meeting on teen violence when they received information that Canell was armed with a firearm. Officers contacted Canell and recovered a sawed off shotgun loaded with five rounds of ammunition.
After recovering the shotgun, officers conducted a sweep of the school and determined that none of the other students were in possession of firearms. Subsequent investigation revealed that the shotgun may have passed between other individuals and may have been used in at least one prior shooting.
School Police Officers, Youth Gang Outreach workers, Multnomah County Parole and Probation officers, and Portland Public Schools have agreed to an enhanced enforcement program in and around the alternative school in an effort to enhance safety there.
Canell is considered an adult offender because of a prior Measure 11 conviction. He is being booked into the Multnomah County Jail.
