On June 9, 2005, at 9:30 pm, East Precinct officers arrested 24-year-old Jason Earl Visser on one count of Rape in the First Degree, one count of Kidnap in the First Degree, and three counts of Sodomy in the First Degree after the aunt of a 23-year-old kidnapping victim contacted police asking for assistance. The aunt learned of the kidnapping after the victim was able to surreptitiously send her an email pleading for help. The aunt, who is a Multnomah County Corrections Officer, called police and provided them with the email. Officers used the information in the email to locate the motel where the victim has spent the night on Wednesday, June 8, 2005. Once at the motel officers learned that the suspect and victim had checked out.
While officers were looking for the victim, the night clerk at the motel contacted them and stated that the suspect was returning to the motel to collect an item he had left behind. Officers returned to the motel, arrested the suspect, and made contact with the victim. Officers learned that the suspect was the estranged boyfriend of the victim and that they were from Redding, California. The suspect, who forced the victim to accompany him to Portland, has a history of domestic violence against the victim. The suspect told the victim he would harm her and her family if she attempted to escape. Based on prior history, the victim believed the suspect would carry out the threat. During interviews, detectives confirmed the suspect sexually assaulted the victim and intended to take her to Las Vegas.
The suspect was lodged in the Justice Center Jail and the victim is now with family.
