22-year-old Kenneth Lynn Rachal, Jr., is wanted on a statewide, no bail, felony warrant out of Multnomah County for material witness in connection to the April 2004, homicide of Marcus Mill. Mill was shot and killed in the middle of the afternoon with a number of people in the area at the time of the incident.
17-year-old Trevell Walique Taylor was arrested, convicted, and sentenced to 20 years in connection with this homicide. However, this case remains ongoing and additional arrests may be made.
Rachal is described as a black male, 6’0”, 230 pounds, black hair and brown eyes. Rachal has had several addresses throughout the Portland metropolitan area and should be considered armed and dangerous.
