SUSPECT CHARGED WITH ATTEMPTED MURDER

On April 19, 2002, at 2:12 a.m., East Precinct Uniform Officers were en-route to a report of a fight in a tavern parking lot, near Southeast 136th Avenue and Southeast Powell Blvd., when radio advised that “shots had been fired.”

Officer Lance Tsukimura and Officer Michael Kuenzi saw the reported suspect vehicle, a gray Ford Bronco, leaving the area and attempted to stop it, but the driver, later identified as 39-year-old Randy Upham, attempted to allude. Officers pursued Upham’s vehicle for several blocks but lost sight of it. A short time later they saw Upham walking down the street. Officers gave Upham commands to stop, but he refused. Officers then fired twice with less lethal rounds and Upham surrendered. A handgun, believed to be the weapon involved, was later recovered on the path of the pursuit.

According to witnesses, Upham shot at another individual in the tavern parking lot. The bullet, which narrowly missed the victim, lodged in the victim’s vehicle.

Upham was charged with one count of Attempt Murder, Attempted Assault in the First Degree, Felon in Possession of a Firearm, and Attempt to Elude. Upham was lodged in the Justice Center Jail and is scheduled for arraignment at 2:00 p.m., on Monday, April 22, 2002 at 2:00 p.m.
