Driver Arrested in Fatality on I-205

On February 23, 2006, at approximately 11:33 am, Portland Police Bureau Traffic Division Investigators arrested 31-year-old Vladimir Shintar for his involvement in a fatal traffic collision on I-205 and Northeast Glisan, which occurred February 13, 2006. Shintar has been charged with one count of Manslaughter I, one count of Driving Under the Influence of an Intoxicating Substance, one count of Reckless Driving and one count of Assault I.

On February 13, 2006, at 1:33 am, Fatal Investigators responded to the scene of a fatal collision on I-205 southbound near Northeast Glisan Street. The officers discovered the passenger of a burgundy Toyota van, 47-year-old Su Fang dead at the scene. The driver of the van, 54-year-old Jing Fang was alive, but in critical condition. Officers also found 31-year-old Vladimir Shintar’s vehicle in flames. Shintar, who suffered serious injuries, apparently had been pulled from the wreckage by two bystanders. Portland Police Bureau Traffic Investigators determined Vladimir Shintar was driving his vehicle northbound in the southbound lanes of I-205 prior to causing a head-on collision with the Fangs, who were proceeding southbound. Shintar is believed to have entered I-205 approximately six miles south of the collision site and then drove his silver Toyota van in the left-hand lane until colliding with the Fang’s vehicle. Witnesses relayed seeing Shintar driving at high rate of speed as he proceeded northbound along I-205. Officers responding to the incident reported smelling an odor of an alcoholic beverage coming from Shintar and investigators still believe alcohol was a contributing factor to the collision.
