Thomas Lannom has been the director of the Revenue Division since 2010.
The Revenue Division, a division of the Bureau of Revenue and Financial Services, is charged with collecting business and hotel/motel taxes for Portland and Multnomah County. The Division also collects the Arts Education and Access Income Tax, utility license and franchise fees, property lien and business improvement district assessments, and maintains customer information/billing databases for other bureaus including Water, Environmental Services and Transportation.
Division operations also include regulation and oversight of some industries to protect public safety and ensure equity: private parking lots, secondhand merchandise dealers, gambling, payday lenders, and neighborhood notification of placement of wireless antennas and equipment on utility poles in the public right-of-way. The Division is also responsible for updating and implementing the City’s Broadband Strategic Plan.
Revenue Division staff also provide support to the Mt. Hood Cable Regulatory Commission (MHCRC), a partnership of the cities of Fairview, Gresham, Portland, Troutdale and Wood Village, and Multnomah County, Oregon. MHCRC negotiates and enforces cable service franchise agreements; manages the public benefit resources and assets derived from the franchises; and advocates on behalf of the public interest on communications policy issues at local, state and federal levels.
The Division’s 72 employees are projected to collect $370 million and support the collection of $410 million during the year ending June 30, 2016. The Division has an annual budget of $54 million.
Lannom moved to Portland in 1993 and has served the City of Portland since 1997. Prior to his appointment as Revenue Division Director, he held a number of positions including Revenue Bureau Operations Manager, License Bureau Director, Office of Neighborhood Involvement (ONI) Deputy Director, ONI Administrative Manager and ONI Community Mediator. His private sector experience includes a district manager position overseeing operations at three retail store locations.
Lannom is a former U.S. Army medic and holds undergraduate and graduate degrees in business administration from the University of Georgia and Portland State University, respectively. He is a member of the Government Finance Officers Association and a Certified Public Finance Officer.
