What is a PortlandOregon.gov account? 

PortlandOregon.gov provides you with a single username and password to access a variety of services online as well as greater security when you engage in e-commerce with the city.

Why do I need a PortlandOregon.gov account? 

In order to make an online payment, file an online form, or access your business tax account, you need to have a PortlandOregon.gov account.  Your PortlandOregon.gov account works with many different bureaus and is completely separate from your Revenue Bureau business tax account. PortlandOregon.gov accounts are free and protected by the City's Privacy Policy. 

PortlandOregon.gov is administered by the Bureau of Technology Services. Revenue Bureau employees cannot access your PortlandOregon.gov information.

Paid Tax Preparers: Create a PortlandOregon.gov account for yourself, and then use your PortlandOregon.gov account to process payments and filings for as many clients as you wish. You can even link your PortlandOregon.gov account to the business tax accounts of your clients to access prepayment and other information.

How do I create a new PortlandOregon.gov account? 

Go to: www.portlandoregon.gov/biztax (business tax website)

Click on “sign in” in the upper right-hand corner

Create account 

A sign-in window will drop down.

If you do not have an account, click the link "not signed up? Create an Account" below the username and password fields.

You will then be required to enter your first name, last name, email address, and zip code, and then create a unique username, and password.

You will want to keep your username and password in a secure place as you will need them to sign into your PortlandOregon.gov account. 

After entering the required information, click “Continue”

You now have a PortlandOregon.gov Account and are signed into your account.

You will need to login to this account before attempting to access your Revenue Bureau business tax account information, including filing or paying online.

The Revenue Bureau does not have access to your PortlandOregon.gov account information. These instructions are being provided as a courtesy. Please do not lose your account information. 

The Revenue Bureau will never request personal information or business information by email.

Logging into an existing PortlandOregon.gov account

Go to:www.portlandoregon.gov/biztax (business tax website) 

Click on “sign in” in the upper right-hand corner

After clicking “sign in” the login options will drop down.

If you remember having an account, or if the “PortlandOregon.gov User Name” has your email address in it, then you already have a PortlandOregon.gov Account and may need to change your password to access your PortlandOregon.gov account.

Sign-In in Four Steps:

  1. Enter your “PortlandOregon.gov User Name”. This may be your email address or a name you selected when you registered for PortlandOregon.gov.
  2. Enter your Password. Your password is case-sensitive.
  3. Decide whether you want PortlandOregon.gov to “Remember me” (not recommended unless it is your private computer)
  4. Click “Sign-In”

You now are signed into your PortlandOregon.gov account. You will know this because it will read "sign out" in the upper right hand corner of the screen.

You will need to login to this account before attempting to access your Revenue Bureau business  tax account information, including filing or paying online.

The Revenue Bureau does not have access to your PortlandOregon.gov account information. These instructions are being provided as a courtesy. Please do not lose your account information.  

The Revenue Bureau will never request personal information or business information by email.

Changing your PortlandOregon.gov account password 

Go to: www.portlandoregon.gov/biztax (business taxes website)

Click on “sign in” in the upper right-hand corner

When the dropdown window appears click "forgot your username or password?"

  1. Enter the email address connected to your PortlandOregon.gov account
  2. Click “Email me my Account Information”
  3. Your password will be emailed to the address you provided, and you will be instructed on how to reset your password via email

You will receive a message from the “Account Manager” (check your junk/spam folder if you do not see the message within 10 minutes).

This message will provide you with your username, a reset password, and a sign-in location.

Write down the username and password, and click on the sign-in web address.

A new webpage will open and login using the new password (the email also includes instructions for changing your password if you would like to do that). The screen below shows PortlandOnline -- the City is transitioning from www.portlandonline.com to PortlandOregon.gov. The Revenue Bureau was one of the first bureaus to move to www.portlandoregon.gov.

  2. Click “sign in” in the upper right-hand corner
  3. Enter your Username and New Password and click “Sign In”
  4. You are now logged into your  PortlandOregon.gov Account.

IF THIS METHOD DOES NOT WORK, YOU MAY NEED TO OPEN A NEW ACCOUNT.

Why does PortlandOregon.gov say my “email already exists in the database”? 

If you tried to create a PortlandOregon.gov account and received the error that your “email already exists in the database,” it means that your email address is already connected to a PortlandOregon.gov account. You may login to PortlandOregon.gov using the email address, or, if you have forgotten your password, follow the steps to reset your password.

What if a former employee had access to our business’ PortlandOregon.gov account? 

If a former employee had access to your business’ PortlandOregon.gov account, that employee will have access to your Revenue Bureau business tax account, and other services connected with PortlandOregon.gov. In order to prevent a former employee from accessing your PortlandOregon.gov account, you will need to change your PortlandOregon.gov account password. You may also want to login to your Revenue Bureau business tax account to change the access settings or change the account security code to secure access to your Revenue Bureau business tax account.

Registration

Online registration process 

Before beginning the online registration process, you will need to sign-in to your PortlandOregon.gov account. Instructions are available for how to get a PortlandOregon.gov account.

After signing in to your PortlandOregon.gov account, go to www.portlandoregon.gov/biztax. If you want to learn more about the Registration process click "Registration" or the slideshow photo called "Business Registration." To register a business online go to the "I want to" menu and click "Register a Business"

You will then be redirected to a list of options. Select “New Business Registration” and click “Continue”.

You will then be asked whether this business already has an account number, or uses the same Tax ID number as a currently registered business. If you are unsure, you can either call the Revenue Bureau at 503-823-5157 or use Lookup businesses or find an account number to determine whether the business is already registered.

If the business is not registered, click “Continue”.

If the Revenue Bureau contacted you requesting your registration, you may have a Preliminary ID. It is located on the upper right corner of the letter. The ID number is a P followed by seven digits (Pxxxxxxx).

If you do not have a Preliminary ID, leave the field blank and click “Continue”.

The next question involves the business’ tax entity type. Choose the option that corresponds to the way you file with the IRS and click "Continue".

Enter when business activity began (or will begin) and click "Continue". If no business activity occurs in the City of Portland, click that box and then "Continue".

Enter the name of the primary contact person who will be authorized to discuss tax information with the Revenue Bureau. The contact person may also be the owner of the business. Fill out all required fields (marked with an “*”) and click “Continue”.

Enter owner information, including name and Social Security Number, or FEIN depending on the business entity type.

If applicable, enter the other names you are doing business as (DBA). If you do not have any DBAs, click “Continue.” Or, enter all of your DBAs and then click “Continue”.

You are required to enter all of the operational and mailing addresses for the business. Begin by clicking “Add a Location”.

Then, enter the full street address, city, state or province, postal code, country, property type, primary NAICS Code at the location, a description of the business activity, and any additional phone numbers. Then, click “Continue”.

After all business locations have been added, the mailing address needs to be verified. Review the information. Fill in the Attention line if needed. The Attention line will not appear on your letters if it is left blank. If the mailing address is correct, click “Continue”. If not, click the “Back” key, and make any necessary corrections to the address.

After the mailing address is verified, you will need to determine whether you wish to enable online account access.

If you "allow me to access this account,” you can access the account using your PortlandOregon.gov account login.

You can also enable multiple users to login into your business tax account by creating a “security code” for others to use to login. If you choose to enter a “security code,” make sure you write the code down and keep it in a secure location. The Revenue Bureau staff cannot give security codes over the phone.

You can also choose to disable online access to your account information. If you decide later that you want to access your business tax account online call the Revenue Bureau at 503-823-5157.

Once you have selected your online access options, click “Continue”.

You are now ready to review your document. If the information is correct, and you declare the information is true, and agree to file annually, then click “I Agree” at the bottom of the page. If the information is incorrect, click “Back,” make corrections, and then click “I Agree” after changes have been made and you certify that the information is true.

You will then be directed to print a page for your records. This page will include an “Account #” which will help you access your account later. You will also receive an online “Reference ID” which you will want to retain if there is a problem accessing your account later.

You have now completed the online registration process. You should receive verification of your business registration, including your account number, in your PortlandOregon.gov account email. Your account will be created within 24 hours. Please allow 24 hours before printing a certificate of compliance, making a payment or filing a form on this account.

The Revenue Bureau will never request personal information or business information by email.

Business tax account number

What is a Revenue Bureau business tax account number? 

Within 60 days of the start of business activity in the City of Portland OR Multnomah County you are required to register (online, or using a PDF form to mail or fax). After your registration is complete, you will be issued a business tax account and account number.

You will need your business tax account number to print a certificate of compliance, file a tax return, file an other form, or make a payment.

Where can I find my business tax account number? 

Your business tax account number can be found on the top of a letter from the Revenue Bureau, on a Certificate of Compliance, online registration confirmation email, or obtained online through “Lookup businesses or find an account number”.

Online registration confirmation email

If you register your business online, you will receive a confirmation email from the Revenue Bureau that includes your business tax account number.

The Revenue Bureau will never request personal information or business information by email.

Online access to your business tax account number

You will need to login to your PortlandOregon.gov account in order to access your business tax account number online.

After you have logged in, go to www.portlandoregon.gov/biztax. Click on the “Lookup Businesses or Find Account Number” link in the "I want to" box.

After you are directed to the new page, enter your business name or address and then click “Search”.

On this page you will learn your compliance status.

To get your business tax account number, enter the business TaxID number (Social Security Number or FEIN) and click "Show Account Number."

What is "Register, File or Pay Online"?

It is the Revenue Bureau’s direct file online gateway for registration, filings, payments and extensions. Located on the Business Taxes homepage, clicking Register, File or Pay Business Taxes Online is the entry to the following services:

  • New Business Registration
  • Print a Certificate of Compliance
  • File a Tax Return or Exemption
  • Provide Federal/Oregon Supporting Tax Documents (upload tax documents)
  • Request an Extension of Time to File
  • Make a Quarterly Estimated Payment
  • Make a Payment

What information do I need to register, file or pay online? 

In order to access your online business tax account information, you will need the following:

  • PortlandOregon.gov Account
  • Revenue Bureau business tax account number
  • TaxID number (FEIN or SSN)

Click “Register, File or Pay Business Taxes Online” on the Business Taxes homepage. If you are not already signed into your PortlandOregon.gov account, you will be asked to login or create a new account.

Once you are in the application, simply click the option you are interested in and click "Continue".

Print a Certificate of Compliance 

Information needed to print a Certificate of Compliance:

  • PortlandOregon.gov Account
  • Revenue Bureau business tax account number
  • TaxID (FEIN or SSN)

  • Click on "Register, File or Pay Business Taxes Online" or "Print a Certificate of Compliance" on the  Business Taxes homepage
  • Click on "Print a Certificate of Compliance" on the "What would you like to do?" page
  • Click "Continue"

If the business is not in compliance, you will be unable to print a Certificate of Compliance. Click on "Go To Account Information" to learn about your account status (this option is only available if you've logged into your PortlandOregon.gov account).

A window will open in Acrobat Reader with your Certificate of Compliance, including the account number, business name and address, and date certificate is issued.

You may then print this receipt for your records.

File a Tax Return or Exemption 

Information needed to file an online tax return or exemption request: 

  • PortlandOregon.gov Account
  • Revenue Bureau business tax account number
  • TaxID (FEIN or SSN)
  • Federal and State tax returns
  • Tax pages prepared and ready to send to the License and Tax Division upon completion (Address: Revenue Bureau, License and Tax Division, 111 SW Columbia, Suite 600, Portland OR 97201)
  • Amended returns are not accepted online. File amended returns using one of our forms.

Steps included in filing an online return or exemption request: 

  • Click on "Register, File or Pay Business Taxes Online" on the Business Taxes homepage
  • Click on "File a Tax Return or Exemption"
  • Enter your business tax account number and TaxID (FEIN or SSN)
  • Enter your business name (if requested)
  • Confirm your mailing address
  • Indicate the year being filed
  • Enter your NAICS Code
  • Number of employees (City and County)
  • Special business circumstances
  • Total Gross Income
  • Line items from your return(s) (if applicable)
  • Prepayments (if applicable)
  • Donations (if applicable)
  • Review return

Upload tax pages (Provide Federal/Oregon supporting tax documents)

Information needed to upload tax pages:

  • PortlandOregon.gov account
  • Revenue Bureau business tax account number
  • Tax ID (FEIN or SSN)
  • PDF of the document you are uploading (other file types are not accepted)
  • Files must be smaller than 30 MB (megabytes)

Steps included in uploading tax pages:

  • Click on "Upload tax pages" on the Business Taxes homepage
  • Click on "Provide Federal/Oregon Supporting Tax Documents"
  • Enter your account number and Tax ID number and click continue
  • Then:
    1. Select the file you want to upload by clicking "Choose file" to browse your computer for the file
    2. Select the tax year of the document
    3. Click "Upload File"
    4. If the file successfully uploaded it will state "Youfile was successfully uploaded. You may unload another file now if you wish" above "select file to upload
    5. If you have finished uploading documents, then click "Finish"; if not, then continue to choose a file, select a tax year, and upload files until you are finished, then click "Finish"

  • Click on "Request an Extension of Time to file"
  • Enter your business tax account number and TaxID (FEIN or SSN)

  • Indicate the tax year of the extension
  • Enter estimated tax payment (if applicable)

Information needed to make a quarterly estimated payment: 

  • PortlandOregon.gov Account

Steps included in making a quarterly estimated payment: 

  • Click on "Register, File or Pay Business Taxes Online" on the Business Taxes homepage
  • Click on "Make a Quarterly Estimated Payment"
  • Enter your business tax account number and TaxID (FEIN or SSN)
  • Enter your business name (if requested)
  • Indicate the tax year of the quarterly estimated payment
  • Enter estimated quarterly tax payment: you may make a single, non-reoccurring payment to Multnomah County business income tax, the City of Portland business license tax, or both. (Payment accepted includes Visa, MasterCard, or electronic check). 
  • Enter payment information
  • Verify amount paid
  • Click "Finish" to submit

  • Enter your business tax account number and TaxID (FEIN or SSN)
  • Enter your business name (if requested)
  • Determine how the payment will be applied:
    • Paying a bill received from the License and Tax Division
    • Making a payment on an existing payment plan
    • Making a payment on a particular tax year (select this option if you have mailed your tax return and would like to make your payment online)
  • Enter payment amount (Payment accepted includes Visa, MasterCard, or electronic check)
  • Enter payment information
  • Verify amount paid
  • Click "Finish" to submit

Manage your online account

Who has access to my online business tax account information?

The only people who have access to your online account information are people who have access to your sensitive business information, including:

  • PortlandOregon.gov account login and password
  • Revenue Bureau business tax account number
  • TaxID
  • Business license security code 
  • Most recently filed tax return

This could include former and current employees, former and current tax preparers, family members, etc.

Place your account information in a secure location.

Change your passwords, security codes, access settings, etc., when employees depart or your business changes tax preparers. The Revenue Bureau will not give out security codes over the phone. The Revenue Bureau does not have access to your PortlandOregon.gov account login or password. This FAQ includes information about changing your PortlandOregon.gov password, changing business tax account access settings, and changing your business tax account security code.

What do I need to access my online business tax account information?

In order to manage your online business tax account information, you will need both of the following:

  • PortlandOregon.gov Account
  • Revenue Bureau business tax account number

Additionally, you will also need one of the following:

If using "Register, File or Pay Business Taxes Online":

TaxID number (FEIN or SSN)

If using "Manage your business tax account":

Most recently filed tax return with the Revenue Bureau

If the business has not filed a tax return with the Revenue Bureau, this method cannot be used to login to your online account.

Security code

The security code is a unique password provided to the business owner, or created by the business owner during online registration. The security code is case sensitive. You may request a security code by calling 503-823-5157 if you do not know it. To protect confidential financial information, the security code will be mailed to the business address on file with the Tax Division. Our staff cannot provide it over the phone.

If you selected "don't enable online access to this account at this time" or "permanently block online access to this account" during registration, please call 503-823-5157.

The Revenue Bureau does not have access to your PortlandOregon.gov password and cannot give you your Security Code over the phone. Please keep all account access information in a secure location.

How to manage your online business tax account information

Click on "Manage my business tax account" on the Business Taxes homepage.

You will be prompted to Validate your PortlandOregon.gov account to your business tax account.

You will have three choices:

  1. Validate using your business tax account number and account security code
  2. Request a security code (cannot validate to the account until security code is received by mail at the business' mailing address)
  3. Validate using your account number and a recently filed tax return or exemption request

If you have lost or forgotten your security code, you will need to request a new security code, which will be sent to your business' mailing address. The Revenue Bureau will not give out security codes over the phone.

After entering your security code, you will be directed to your Account Information page.

You will then need to validate to the account using your TaxID number (FEIN or SSN).

You have now completed your request for a security code. The code will be mailed to the business’ mailing address within 7 to 10 days. From this page, you can return to the business taxes home page.

Validate using your account number and a recently filed tax return or exemption request

Enter your Revenue Bureau business tax account number (Find your account number)

Click "No, I will validate using the most recently filed tax return"

Click "Continue"

If you have filed recently with the Revenue Bureau, you will be directed to the "Account Validation" page. The first two fields will be filled with your account number and tax year ending. You will need to enter the TaxID, Adjusted Net Income, and Balance Due or Overpayment for the tax year ending indicated.

  • Format your TaxID number using dashes.
  • If your account is "Exempt," enter your gross receipts in the Adjusted Net Income field.
  • If your business operates in Multnomah County only, use Line 16 in the Balance Due or Overpayment field.

After entering all of the requested information, click "Authenticate"

How to change business tax account Access Settings

Click on "Manage my business tax account" on the Business Taxes homepage.

If you have not validated to this account online before, you will be asked to enter your business tax account number and security code, or to validate using the most recently filed return.

Once you are on the "Account Information" page, click on "Change Access Settings"

Once on the "Access Settings" page, you will be able to grant or deny access to this account by using information from recently filed returns. Check or uncheck the box and click "Save Settings."

How to change business tax account Security Code

Click on "Manage my business tax account" on the Business Taxes homepage.

If you have not validated to this account online before, you will be asked to enter your business tax account number and security code, or to validate using the most recently filed return.

Once you are on the "Account Information" page, click on "Change Account Security Code"

Once on the "Change Account Security Code" page, you will be able to enter and verify a new security code. After you have entered and verified the security code, click "Change Code."

Why didn’t I receive my Certificate of Compliance by mail?

Beginning March 1, 2010, the Revenue Bureau’s Business Tax Program stopped mailing the Certificate of Compliance receipt to businesses. This initiative reduces paper usage and saves taxpayer dollars.

The former City of Portland business license has been replaced by an after-the-fact business income tax beginning with the 2008 tax year.  Businesses are not required to display their Certificate of Compliance.  The Certificate of Compliance is a tax receipt only.  It means the business has complied with local business income tax law – not regulatory law.

How can I get my Certificate of Compliance?

Businesses may verify compliance and print their Certificate of Compliance by visiting www.portlandoregon.gov/biztax and clicking one of these key links:

The Revenue Bureau recommends businesses retain a copy of their annual tax report and Certificate of Compliance for filing verification. Businesses are still required to submit an annual tax filing to the Revenue Bureau to remain in compliance with the City’s Business License Law.

Browser will not display PDF

  • Make sure you have Adobe Acrobat Reader installed on your computer: http://www.adobe.com/downloads/
  • If you cannot open or display a PDF on our site first try refreshing the page by clicking F5 or Ctrl+R
  • If refreshing the page doesn't work, you may need to save the file to a location on your computer and then open it using Adobe Acrobat Reader.
  • To save a PDF form to your computer:
    • Hover over the link, and right-click on the link (Mac users, ctrl + click).
    • Select "Save as Target..." or  "Save link as...", then select the location where you would like to save the file (i.e., the desktop).
    • You will then be able to open the file from that location using Acrobat Reader.

Mac Users: Fill & Print form does not work

  • Make sure you have Adobe Acrobat Reader installed on your computer: http://www.adobe.com/downloads/
  • Your Mac may have a default setting that will open PDFs using the program Preview instead of Adobe Acrobat Reader.
  • If you cannot get a Fill & Print PDF form to work (i.e., cannot fill in fields, cannot get the fields to calculate), please click once on the file and then hold down the ctrl key and click again.
  • Select "Open with" (or "Always Open With") and choose Adobe Acrobat Reader.
  • This will open the PDF in Reader and you should be able to fill in the fields and the form will calculate.
