Inclusionary Housing is an affordable housing tool that links the production of affordable housing to the production of new market-rate housing. Inclusionary housing policies produce affordable housing by requiring new residential developments to include a certain percentage of affordable housing units, creating and sustaining a healthy supply of affordable housing units. With the passage of SB 1533 - lifting the ban on Inclusionary Housing, the City of Portland is in the beginning stages developing a comprehensive inclusionary housing program.
Under Commissioner Saltzman's leadership, the Portland Housing Bureau has comprised an advisory group of housing experts to review the program development, framework and provide deliverables to present recommendations to City Council.
