Community Initiated Neighborhood Trails Process

The City of Portland owns a large amount of undeveloped land along roadways and waterways, referred to as right-of-ways (ROWs), in many parts of the city. Some residents are interested in turning these undeveloped, city-owned lands into urban trails. Urban trails have been identified in the City’s transportation policy, and can assist the City in completing a pedestrian network that serves short trips and transit, improves the quality of the pedestrian environment, increases pedestrian safety and convenience, encourages walking, and explores a range of funding options for pedestrian improvements. If you are interested in turning an unused ROW into a neighborhood trail, fill out the form below to get started.
