QuickPermit Application to place Portable Storage Container in a Parking Lane

If you meet certain criteria as outlined below, you may apply for an online permit to place a portable storage unit/dumpster in the parking lane. These permits take a minimum of 1 business day to process. You will be asked to provide a phone number where you can be reached. After you submit the application and it is received, City of Portland staff will call you and ask for a credit card number. The fee for the permit is $22. Upon completion of this transaction, City of Portland staff will email you a permit. You may also obtain the same type of permit by coming to the Portland Building at 1120 SW 5th Ave Monday through Friday between the hours of 8:30am-4:30pm and visiting the Portland Parks and Recreation Customer Service Center on the first floor. Though these are Bureau of Transportation permits, Parks Bureau processes them on Transportations behalf. If you don’t meet the criteria below, you will need to order your permit through the Bureau of Transportation at 503.823.7365.

Application and QuickPermit Agreement

A QuickPermit is an expedited permit to park a portable/mobile storage container (including dumpsters) in the street area for 14 days and may be obtained only if you meet specific criteria. The following statements must all be true to obtain a QuickPermit. The container shall not be placed within 50 feet of a non-signalized intersection (as measured from the corner property line). Non-signalized is an intersection without a traffic light. *

A minimum 12 foot wide emergency vehicle clearance lane will be available at all times in the street, regardless of actions of others and/or vehicles. *

The QuickPermit is valid for a maximum of 14 days and is not renewable. The QuickPermit allows for temporary placement of a container in the right of way and does not permit long term storage of said container in the right of way.

Permit Fee

The fee for a QuickPermit is $22.00. A credit/debit card must be used to purchase a QuickPermit online. Once you submit the application, a City of Portland employee will call you by the end of the next business day to obtain payment information. If you do not get a call back please call 503.823.2525 (Portland Parks and Recreation Customer Service Center). QuickPermits may also be purchased in person at Parks Customer Service Center at 1120 SW 5th Ave. 1st Floor, Portland, OR 97204, Monday – Friday, 8:30 a.m. to 4:30 p.m., (503) 823-2525. Once fees are paid, they are non-refundable.

Conditions of the QuickPermit to use the Dedicated Street Area.

• The permit is for use of the street area (designated parking lane) only.

• The permit does not authorize the permittee to reserve parking spaces in advance for placement of the storage container at a specific parking space nor does it authorize the permittee to request parking enforcement to tow any vehicle for placement of said container at a specific location. Once fees are paid, they are non-refundable.

• The permit granted is personal to the permittee only, and may not be transferred, assigned, or otherwise conveyed.

• The permit is void if altered.

• The permittee shall hold the City of Portland, its officers, agents and employees free and harmless from claims for damages to persons or property, including legal fees and costs of defending any actions or suits, including any appeals, which may result from the use of the street area under this permit.

• The permit is revocable at any time by the City of Portland Bureau of Transportation, or Bureau of Police, and no expenditure of money or lapse of time, or any other act or thing shall operate as an estoppel against the City of Portland or be held to give the permittee any vested or other right. Upon expiration of this permit, the permittee shall immediately reopen the street area to the normal use of the public.

• The permit shall not exempt the permittee from obtaining any license or permit as required by the City Code or Ordinance for any act to be performed under this permit, nor shall this permit waive the provisions of any City Code, Ordinance or the City Charter except as herein stated.

• The permittee agrees to perform the uses authorized by this permit in accordance with all provisions of the Charter, Title 16 and Title 17 of the City Code.
