Are you applying for, or planning to apply for, a building permit (or any other City approval) for development in the City ofPortland?  If the answer is yes, the information about Transportation System Development Charges (TSDCs) and the City's development review process will be of interest to you.

The City of Portland first adopted a Citywide System Development Charge for Transportation by Ordinance 171301, effective July 18, 1997.   System Development Charges for transportation, sewers, or other infrastructure are authorized by ORS 223.297 - 223.314.

The City of Portland also has two TSDC Overlays: North Macadam and the Innovation Quadrant.  Development within either Overlay pays both the Overlay TSDC and the Citywide TSDC.
