Transportation System Plan (TSP) Update



There are two stages of the TSP Update taking place right now and they are at different points in the legislative process.

TSP Update Stage 1

Stage 1 included TSP policies, projects, programs, and financial plan. Staff received public comment on the Discussion Draft then using the feedback, revised the document as a Proposed Draft to the Planning and Sustainability Commission (PSC). The PSC heard public testimony and made a recommendation. The PSC's Recommended Draft of the Stage 1 TSP Update will go to City Council beginning on Nov. 19, 2015 at 2 p.m. at City Hall. TSP Update Stage 2

Stage 2 includes initial steps to implementing the Comprehensive Plan including updating the TSP maps and classifications, measures, and City Codes. Stage 2, having just begun on Oct. 2, will continue to receive public comments on the Discussion Draft until Nov. 13, 2015. Staff will then update the document using public feedback, and publish a Proposed Draft to the Planning and Sustainability Commission (PSC). The PSC will hear public comments. Initial Steps to Implementing the Comp PlanTSP stage 2 update_Fall 2015

We are currently in stage 2 of the TSP Update and will be releasing the Discussion Draft of the TSP for public review on October 2nd. To find out more about the stage 2 update and the new proposals to guide the anticipated growth in Portland over the next 20 years click on the handout to the right. Moving more people in more ways

Portland is growing. We need to move people throughout the city more efficiently to accommodate the 260,000 new residents projected by 2035. The TSP is the 20-year plan to guide transportation investments citywide.

Portland’s first update to the Comp Plan in 25 years (since 1980)

Portland is updating the Comp Plan – the long-range plan for growth, change and improvements for the next 20 years. Portions of the TSP are part of the Comp Plan, including goals, policies, capital projects and maps.

The TSP is being updated in three stages

The first two stages are part of the Comp Plan update being led by the Portland Bureau of Planning and Sustainability.

Stage 1 resulted in new policies, a list of capital projects and programs and a financial plan. The “recommended” draft is now headed to Council for a hearing. If you want to check if a project made it into the TSP list, you can check  the map app. If a project you’re concerned about isn’t on there, you can still go to Council and let them know. A hearing is scheduled on Thur. Nov. 19, 2015 at 2 p.m. Check the City Council agenda here for the latest information. 

Stage 2 is underway. Stage 2 comprises additional items that are required to update the Comp Plan (per the Council adopted Periodic Review workplan) and ensure consistency with the policies from Stage 1. Stage 2 is the initial step towards implementing the Comp Plan. We will continue working to implement the Comp Plan, to refine area and modal plans, and to routinely update the TSP over the next two decades.

Stage 3 will follow the adoption of the 2035 Comp Plan and will be led by PBOT. PBOT will address items not required to complete the 2035 Comp Plan. For example, we will look at geographic-specific elements of the TSP – including the Transportation District Policies – and explore ways to incorporate the 5 Pattern Areas. Other street classification changes will also be considered.

What is included in Stage 2?

Stage 2 is the first step to implement new direction provided in the 2035 Comp Plan. Stage 2 consists of removing items that are inconsistent with 2035 Comp Plan policies and incorporating adopted plans since 2007 (last TSP update).

Stage 2 items are generally grouped into 3 categories:

Maps and classifications: For example, addressing Centers and Corridors (citywide) in Street Design Classifications

Measuring progress: For example, setting citywide mode share goals

City code amendments: Primarily to support Bureau of Planning and Sustainability zoning projects, such as Transportation Demand Management in Mixed Use Zones

TSP Update Stage 1:

Policies, Projects, Programs, and Financial Plan

On July 14, 2015 the Portland Planning & Sustainability Commission voted unanimously (10 – 0) to recommend for City Council consideration a twenty year list of Major Projects, Citywide Programs, Refinement Plans and financial projections. The package includes:

  • Policies: Primarily in chapter 9 of the recommended Comp Plan, transportation policies now have a greater emphasis on safety, accessibility, equity, health, and prosperity. Additional uses of the right-of-way (ROW) and street design policies are in chapters 3, 4, and 8. These policies recognize that one size does not fit all types of streets in Portland.

  • Major Projects: 284 major projects (those generally over $500,000 estimated cost) that the City might be able to build with twenty years of reasonably aggressive revenues, including new local, state, and regional funding, and a list of major projects that could be funded under a more aggressive revenue assumption.
  • Other Agency Projects: This is the list of major transportation projects proposed to be led and primarily funded by agencies other than the City of Portland, such as ODOT, the Port of Portland, Multnomah County, or TriMet. The source for most of these projects is the Regional Transportation Plan (RTP), adopted in 2014. The City acknowledges the RTP projects on this list without agreeing or disagreeing with them. The City is proposing to initiate a collaborative evaluation of these projects and a discussion of additional projects prior to adoption of the 2018 RTP.

  • Citywide Programs: 10 citywide programs for smaller projects (those generally under $500,000 estimated cost), including projects from the City’s 2030 Bike Plan and Pedestrian Master Plan.
  • Refinement Plans: updates from the 2007 refinement plan list, plus studies added by the PSC, and an ODOT “hot spots” refinement plan list.  New refinement plans and studies will be recommended in the next round of TSP updates in fall 2015.

  • Financials: A new Finance chapter for the TSP, including “constrained” (reasonably aggressive) and “unconstrained” (more aggressive) revenue forecasts.

This package is the first set of recommended updates to the 2007 Transportation System Plan. 
The second set of updates will be posted for public review in fall 2015.

What is the TSP and why are we updating Portland’s?

About the TSPThe City of Portland is updating the Transportation System Plan (TSP),
the long-range plan guiding transportation investments in the City. Portland originally developed its TSP in 2002 and it was last updated in 2007. Periodic updates of the TSP are mandated by the State of Oregon. 

The TSP meets state and regional planning requirements and addresses local transportation needs for cost-effective street, transit, freight, bicycle, and pedestrian improvements. The plan will provide transportation options for residents, employees, visitors, and firms doing business in Portland, making it more convenient to walk, bike, take transit—and drive less—while meeting their daily needs. The TSP provides a balanced transportation system to support neighborhood livability and economic development. 

Components of the TSP include:

  • Policy: transportation goals, policies, and sub-policies
  • Plans: master street plans and modal plans
  • Financial Plan
  • List of transportation projects, with cost estimates, that are required for the land uses implemented by the Portland Comprehensive Plan
  • Strategies and regulations for implementation

Why do we need a Transportation System Plan?

The purpose of the TSP is to guide the maintenance, development, and implementation of Portland’s transportation system, to accommodate 20 years of growth in population and employment, and to implement the plans and regulations of the regional government and the State of Oregon, including Metro’s Regional Transportation Plan (RTP) and the Oregon Transportation Planning Rule (TPR). 

The TSP is a component of the Portland Comprehensive Plan and is adopted concurrently with the Comprehensive Plan. The Comprehensive Plan includes goals and policies whereas the TSP provides greater detail on the sub-policies and implementation strategies.

Relationship to other plans


Project Goals and Outcomes

PBOT and BPS are partnering to incorporate the Portland Plan as part of the Comprehensive Plan update and the TSP update. BPS is updating the Comprehensive Plan, which was first adopted in 1980, and will result in paradigm changes to the TSP. We strive to advance several objectives:

  • Centers and Corridors: Push forward plans that will direct future growth toward centers and corridors, as a strategy to boost the Healthy Connected City piece of the Portland Plan.
  • Equity and Health: Incorporate equity and human health considerations into our land use and transportation plans.
  • Multimodal Approach: Work toward adoption of multimodal level of service standards and related “complete streets” approaches.
  • Financially Realistic: Build our plans with realistic financial projections and expected sources of money.
  • Partnerships: Strengthen land use and transportation partnerships with regional and state agencies, including TriMet, the State, and Metro.
  • Build on Existing Plans: In addition to the Portland Plan, integrate the 2040 Framework Plan Climate Action Plan, Streetcar System Concept Plan, Bicycle Plan for 2030, and the City’s economic development plans into the TSP and Comprehensive Plan.
