NOTICE OF PRIVATE FOR-HIRE TRANSPORTATION REGULATION CHANGES
INCREASED PENALTIES FOR OPERATING WITHOUT
DRIVER, VEHICLE OR COMPANY PERMITS IN THE CITY OF PORTLAND
Portland City Code requires all companies operating for-hire transportation companies and vehicles to obtain company, vehicle, and driver permits from the Regulatory Division. Valid permits are required for drivers, vehicles and companies operating for-hire vehicles in the City of Portland.
Portland City Code has been recently revised and the changes take effect as of today, August 10, 2012. Additional enforcement mechanisms against unpermitted operators have been introduced. The operation of a private for-hire vehicle in Portland without permits “is punishable, upon conviction, by imprisonment for not more than six months.” Drivers of unpermitted vehicles may be arrested and unpermitted vehicles are “subject to vehicle towing and impoundment.”
We are issuing this notice to drivers and companies who may be impacted by these new ordinances as well as other interested parties. If you are currently operating a for-hire vehicle or company in Portland without the required permits, you are advised to make application for permits immediately.
Please contact Erich England (Erich.England@PortlandOregon.gov) if you need to begin the permitting process. Please see the Frequently Asked Questions (FAQ) for information about the types of companies, vehicles, and drivers covered by the permitting requirements, as well as clarification regarding the conditions for exemption from permitting requirements. We strongly advise that you check with our office if you believe you are exempt from any permitting requirements. Additional information and forms are available on the Private for Hire Transportation Program website.
