How did public comments on the Discussion Draft impact changes to the Proposed Draft?

The TSP Stage 2 Update Discussion Draft comment period took place from Oct. 2 to Nov. 13, 2015. The high quality feedback received in response to the Discussion Draft was the basis for nearly all of the subsequent changes made to the Proposed Draft. To show the public how their feedback was considered, staff provided written responses to all the public comments received on the Discussion Draft and they can be found on the website

What is the decision-making process?

The Proposed Draft will go before the Planning and Sustainability Commission, who will then make recommendations to City Council about the Stage 2 TSP Update.

How can I provide feedback to decision-makers?

You may testify about proposed changes to the Planning and Sustainability Commission (PSC) in the following ways:

Testify in person at the PSC public hearing. 
You may speak for 2 minutes to the Commission, and your testimony will be added to the public record. The TSP Stage 2 Project Public Hearings are scheduled to be held at:

Testify in writing between now and March 22, 2016. Your full name and mailing address is required.

Testify online via the Map App. Bicycle Classifications and Street Design Classifications have been posted to the Map App at www.portlandmaps.com/bps/mapapp. Click on the “comments” form to provide your testimony to the PSC.

Following the public hearing, the PSC will deliberate and vote on a recommendation to City Council. City Council will then hold additional public
hearings and take formal public testimony on the PSC’s Recommended Draft. The City Council may amend the Recommended Draft before they vote to adopt the plan. This will likely occur in Fall 2016.

Stage 1 TSP Update:

How can I provide feedback to decision-makers?

Stage 1 included TSP policies, projects, programs, and financial plan. Staff received public comment on the Discussion Draft then using the feedback, revised the document as a Proposed Draft to the Planning and Sustainability Commission (PSC). The PSC heard public testimony and made a recommendation. The PSC's Recommended Draft of the Stage 1 TSP Update will go to City Council beginning on Nov. 19, 2015 at 2 p.m. at City Hall. Please check the City Auditor's website for updates and details. City Council will hear public testimony on the Stage 1 TSP Update Recommended Draft in four different ways:

Email: Send to cputestimony@portlandoregon.gov with “Comprehensive Plan Testimony” in the subject line. Be sure to include your name and mailing address.

Letter: Send a letter with your comments to:

In person: To testify, sign up on a testimony sheet as you enter Council Chambers on the day of the meeting.  Individuals have 3 minutes to testify, unless otherwise stated at the meeting.
