Work by the Portland Bureau of Transportation continues this week to modernize Northeast Multnomah Street by creating a “main street” for the Lloyd District. Crews have begun preparing the street for new lane striping, re-paving, potted planters and traffic delineators, on-street parking, bike parking and other street improvements. Work will continue the next several weeks. The project balances the needs of shoppers, future residents and multimodal transportation users, and the result is anticipated to rebalance and re-energize the Lloyd District.
The pilot project boundaries include NE Multnomah from NE 16th Avenue to NE Wheeler and NE Holladay Street from NE 9th Avenue to NE Wheeler. All lanes will be adjusted on NE Multnomah, making new striping necessary for the length of the project. Bike lanes will be next to the curbs for the length of the project on NE Multnomah and be protected from traffic by parked cars or a buffered area. The buffered area will contain either concrete planters or vertical, reflective traffic “wands.” To install concrete planters on Multnomah, the Transportation Bureau is reusing planters from the Yamhill/Morrison transit mall downtown.
In addition, NE Multnomah will be repaved between NE 1st Avenue and NE Martin Luther King Boulevard Jr.
Creating a vibrant east-west retail spine is one goal of this unique public-private partnership project that was brought to PBOT by Lloyd District businesses. Earlier this year, the Lloyd Transportation Management Association convened a task force of adjacent property owners, stakeholders and technical experts from PBOT to discuss the future of NE Multnomah Street relevant to the mission of the Lloyd TMA and the land-use and transportation changes that will transform the district in the coming years. Specifically, the Lloyd District is now home to the Portland Streetcar Loop, and seeing bikeway development, the N/NE Quadrant Plan, and the proposal for a 780-unit mixed use development in its future.

As a participant, PBOT provided existing conditions and future demand modeling for the corridor. Technical analysis indicated that the corridor could be reconfigured from five to three travel lanes without triggering unacceptable backups and traffic diversion.
