The substandard street improvement permit allows residents of an existing neighborhood to grade and/or pave their street. The residents are responsible for maintaining the street until it is replaced with a permanent City-maintained street improvement. The residents requesting the substandard street pay all costs of design, construction and maintenance.

A substandard street improvement permit can be obtained from Transportation Engineering & Development. In order to obtain a substandard street permit, the street must be surveyed and designed by a licensed Civil Engineer retained by the residents.
