The Transportation System Plan (TSP) updates the existing Transportation Element and seeks to meet state and local policy and project mandates.
Projects—Over 250 pedestrian only or pedestrian projects in conjunction with other street improvements identified on TSP project list. Additional pedestrian projects on the TSP "reference list".
Classifications—Pedestrian classifications were updated during the Master Plan process and no fundamental changes are proposed for inclusion in TSP. Modifications to Pedestrian Districts and addition of trails in Southwest and Far Southeast.
Policies—Pedestrian policies were updated during the Master Plan process and no fundamental changes are proposed for inclusion in TSP. Polices were reorganized so that all education policies are grouped together.
Pedestrian Modal Plan—The Pedestrian Modal Plan is one section of the TSP. It is intended to help carry out TSP Themes by addressing the City’s approach to the pedestrian mode, and by highlighting pedestrian projects, policies and programs.

The Southwest Urban Trails Plan was adopted in June 2000. Some of the larger projects and some new classifications will be incorporated into the TSP.

The Office of Transportation via the Pedestrian Coordinator participates in regional trail and greenway criteria determination and trail designations.
Tacoma Main Street Courtney Duke/Rich Newlands, TRP
The Tacoma Main Street project seeks to identify improvements to Tacoma, balancing Tacoma’s classification as a regional connection and a 2040 Main Street. The Pedestrian Coordinator is a member of the technical advisory committee to ensure pedestrian interests are addressed and facilities are provided that meet guidelines and policies.
Master Street Plan Courtney Duke/Rich Newlands and Steve Gerber, TRP
The Master Street Plan is addressing connectivity requirements in Far Southeast and Southwest Portland. The Pedestrian Coordinator is a member of the technical advisory committee to ensure pedestrian interests are addressed and facilities are provided that meet guidelines and policies.
Hollywood/Sandy Plan Jeanne Harrison, TRP
The Hollywood/Sandy Plan, a joint effort between the Bureau of Planning and the Office of Transportation, was adopted in April 2000. The Plan identified a number of pedestrian improvements along the Sandy corridor and within the Hollywood District, including connections to the Transit Center. (Won 2001 National APA Award for integrating transportation and land use.)
NE 102nd in Gateway Plan District Stuart Gwin, TRP
The Gateway Urban Renewal District has a number of planning activities related to transportation. A study (funded by the State) is underway to determine appropriate boulevard design treatments along NE 102nd.
