Transportation Planning: Who We Are

Transportation Planning Division (TRP)

 

Transportation Planning provides overall planning direction for the Office of Transportation. This division recommends and ensures the implementation of transportation policies approved by City Council, the State and the Region. Transportation Planning coordinates the city’s participation in regional transportation issues, provides project development on priority capital projects and prepares transportation studies for development areas. This division is also responsible for ensuring that the needs of all modes of transportation are integrated into planning and engineering projects. These efforts provide a framework for transportation improvements and support the city’s goals for housing and employment growth in specific districts of the city as well as maintaining established neighborhoods.
 
The planning program's major responsibilities are the Transportation System Plan (TSP), major regional transportation planning projects and the development of capital projects throughout the city. Transportation Planning also assists other city bureaus with the development of community, development and neighborhood land use plans.

Centers and Corridors Planning Section 

The Centers and Corridors Planning section focuses on planning for major transportation corridors and Metro 2040 Town Centers. The section provides support work for new light rail initiatives as well as other city and regional transit efforts. The section also manages and/or participates in Transportation and Growth Management studies for 2040 centers and major corridors to identify their transportation facility requirements and modal split plans.

Policy & Systems Planning Section 

The Policy and Systems Planning section focuses on broad policy initiatives that guide the implementation of a balanced transportation system. Staff works closely with regional partners to represent Portland’s transportation planning and financing interests. This section also conducts planning studies to establish future street network improvements in developing areas.

The Policy and Systems Planning group maintains the Transportation System Plan (TSP). The TSP implements the required portions of the state's transportation planning rule, Metro's Regional Transportation Plan and the City of Portland's Comprehensive Plan. It includes transportation policies, a transportation facilities plan (both a complete needs list and a strategic investment list) as well as programs and strategies to implement the non-capital recommendations of the plan.

Rail~Volution

This program focuses on planning the annual Rail~Volution conference. Rail~Volution first served as an outreach and advocacy tool in the Office of Transportation to involve citizens locally and nationally in the development of the Portland Region's Light Rail System (MAX). In 1995 Oregon Congressman Earl Blumenauer spearheaded its evolution into the preeminent gathering place it is today, representing over 1,000 attendees from around the world annually.  

Rail~Volution is, first and foremost, a conference for passionate practitioners - people from all perspectives who believe strongly in the role of land use and transit as equal partners in the quest for greater livability and greater communities. Rail~Volution brings together a unique cross-section of concerned citizens, business leaders, academics, elected and federal officials, planners, and transit operators. To date, it has attracted representatives from hundreds of cities from all over the world. No other conference provides for such diverse collaborative exchange, problem solving and discovery.
