The City of Portland is offering parking spaces for carpools in the Smart Park garage located downtown at SW 1st & Jefferson.

Applying for a permit

To apply for a permit, please have each carpool member complete and sign one section of the application form . On the form, please designate one carpool member to act as the contact person. This person will also need to sign the access card agreement. Mail your completed application and a check or money order payable to City of Portland for the first month's parking plus a $20 deposit for your CINTAC access card to: City of Portland, Carpool Program, 1120 SW Fifth Ave, Room 800, Portland, OR 97204

Eligibility

Payment is due on the 20th of the month previous to the month you wish to begin. If your application is approved, your access card will be mailed to you after the 20th of the month. If for some reason your carpool does not meet our program requirements, your check or money order will be returned to you, along with an explanation of why it was not accepted. Some common reasons for a carpool not being issued a permit:

incomplete application materials/missing payment

lot you are applying for has filled up

Policies & procedures

Carpool membership will be audited periodically to assure that your carpool still meets the eligibility criteria. Each person in your carpool should review the carpool parking policies and procedures. By signing the carpool parking application, each member indicates that he or she understands and agrees to comply with these policies and procedures.

Refundable security deposit

This garage is equipped with an Access Control System. There is a one-time refundable security deposit of $20 for the access card. Your security deposit will be returned if you leave the program and return your access card within 60 days. Replacement cost for lost or stolen access cards is $10.

Renewing

At the same time you receive your access card for the first time,  you will also get a carpool renewal form. Fill this out and return it in with your next month's payment to continue in the program. Payment is due and must be received by the 20th of the month. There is a $20 late fee for any renewal received after the due date. Late payments will not be accepted after the 5th of the month of participation, and if a wait list exists, your carpool will go to the end of the list.
