  • The Monthly Statement Billing Option is Here! The monthly statement program provides a statement of charges each month, while maintaining a quarterly reading schedule.

  • Meter Readers Electronic meter reading devices assist staff in gathering billing information. Please keep access to your meter clear.

  • Pay Your Bill By Phone Call 503-823-7770. Call Center staff is available Monday through Friday, 8 a.m.- 5 p.m.

  • Downtown Customer Service Pay your bill in person at our downtown location, 1120 SW 5th Avenue.

Customer Alert

Our office will be closed Thursday November 26 and Friday November 27, 2015 in observance of the Thanksgiving holiday. The office will reopen at 8:00 am on Monday November 30, 2015. For your convenience you may pay your bill online or leave your payment in the night box located outside the front door at 1120 SW 5th Ave, Portland, OR 97204.

Notice to our Auto Pay Customers:

Keeping your financial data secure is among the City’s highest priorities. Due to data security upgrades, we must change our payment options to meet new bank security requirements. As part of these upgrades we are required to discontinue the automatic payments we have with our customers.

You will know your Auto Pay agreement has been discontinued when you no longer see the words “DO NOT PAY” on your utility bill. Once your Auto Pay agreement has been discontinued, you will need to submit payment.

You may:

• Pay online at; or

• Mail a check to PO Box 4216, Portland, OR 97208-4216; or

• Call a Customer Service representative at 503-823-7770, Monday through Friday from 8:00 a.m. – 5:00 p.m.; or

• Make payment in person at 1120 S.W. Fifth Ave.


You can also set up automatic bill pay through your bank, credit union, or other financial institution, if it offers this service.

We are continually looking for ways to provide the best service to our customers. We understand that this change creates an inconvenience and we appreciate your patience during this transition.
