The Portland Water Bureau's primary goal is to provide safe, reliable water supplies to its retail and wholesale customers in an efficient and sustainable manner. The Water Bureau prepared a Water Management and Conservation Plan (WMCP) to fulfill the requirements of Oregon Administrative Rule (OAR) Chapter 690, Division 86 of the Oregon Water Resources Department (OWRD). The OAR provides a process to ensure efficient use of Oregon's water resources and to facilitate consistent water supply planning. The WMCP is necessary for Portland to gain access to its already existing but undeveloped groundwater rights. This WMCP represents a continuation of Portland's commitment to proper management of its water resources.
Each year the Water Bureau provides approximately 60 percent of the water it produces for retail customers and 40 percent for wholesale contract customers located east and west of the Portland retail area. The WMCP covers the entire Portland retail and wholesale water system. The conservation section covers only programs relevant to the Water Bureau's retail service area. The bureau's new wholesale contracts require that each wholesale water customer serving more than 1,500 people develop a Conservation and Curtailment Plan of its own. This WMCP is a strategic approach to effective management and water conservation. The Water Bureau is pleased to share this plan with its wholesale and retail customers and other interested parties.
This Final WMCP incorporates and responds to comments made by stakeholders during the formal process required by the State of Oregon after submission of the Draft Final WMCP in March of 2008. A serious security vulnerability known as "Heartbleed" was recently discovered in OpenSSL, a popular software library commonly used by many websites on the internet to encrypt communication between a user's computer and a web server.
