January 2014

Construction on the City of Portland’s new Emergency Coordination Center (ECC) has been completed. The facility is located on SE Bush Street and SE 99th Avenue. 

The need for an ECC was first discovered during a large-scale, emergency-response drill conducted in 2007. During this exercise, key agencies were found to be under-equipped, undersized, and too geographically spaced apart to accommodate an effective response to a regional disaster, such as an earthquake. The City planned to address these needs with a new Emergency Coordination Center.

The $19.8 million ECC houses the Portland Bureau of Emergency Management (PBEM) and the Portland Water Bureau’s Emergency Management and Security offices. The new structure connects to the existing building for the Bureau of Emergency Communication (BOEC), or commonly referred to as the 9-1-1 Center.

The four main components of the ECC project were: the relocation of a section of SE Bush Street to provide more land for the expansion, a new building, a larger parking lot to accommodate standby emergency vehicles, and a 150-foot telecommunications tower. 

PBEM and PWB staff began moving into the building in November 2013. Emerick Construction served as the general contractor.

In June 2012, the Portland Bureau of Emergency Management (PBEM) and the Portland Water Bureau broke ground on the City’s new state-of-the-art Emergency Coordination Center (ECC). 

The ECC will serve as a multi-agency coordination hub supporting on-scene response to an emergency. This building - located at 3732 SE 99th Avenue, adjacent to the current Portland 911 center and Ed Benedict Park - will harness the City’s response resources, support elected officials and provide helpful information to the public during all phases of a significant emergency: readiness, response and recovery.
