Land Use Review Process

The City of Portland's Land Use Review process, administered by the Bureau of Development Service (BDS), is designed to provide the public with appropriate notification, information, and opportunities to comment before final land use decisions are rendered. 

The project will follow a Type 3 land use review process. This project has two Land Use Reviews – Historic Resource and Environmental – which will be consolidated into one application package and will be heard together by the Historic Landmarks Commission.

LAND USE REVIEW APPLICATION – INITIAL SUBMITTAL

On Friday, September 26, the Water Bureau submitted the initial Land Use Review application to BDS.

LAND USE REVIEW APPLICATION - SECOND SUBMITTAL & APPROVAL 

On Friday, October 24, the Portland Water Bureau submitted additional information to BDS per their request to complete the Land Use Review application. BDS then reviewed and determined the Land Use Review application was complete.

REQUEST FOR RESPONSE 

On Wednesday, October 29, BDS issued a "Request for Response" which included a notice of the public hearing and officially opened the public comment period.

NOTICE OF HEARING

The Historic Landmarks Commission Public Hearing is tentatively scheduled for Monday, December 1, 2014 at 1:30 p.m. Public testimony can be offered at the Public Hearing. Additional information will be posted here as available.

PUBLIC COMMENT PERIOD

In order to submit a comment that will be part of the official record, interested community members and other stakeholders are welcome to submit comments by mail, fax, or email.  If comments are submitted by Friday, November 14, 2014, they can be included in the staff report that is presented to the Historic Landmarks Commission.

Mt. Tabor Park is an important part of the history of Portland. The Portland Water Bureau recognizes that there are some public concerns about construction inside the park. The bureau has been planning the project carefully, working closely with Portland Parks & Recreation, to take measures that will protect and preserve the park and the historic reservoirs.
