Portland's Wholesale Customers
The Portland Water Bureau has wholesale contracts with 19 water purveyors in the Portland, Oregon metropolitan area, including cities, water districts, and private water companies. Portland can potentially sell water to a wholesale population of over 436,000 and routinely provides wholesale service to over 350,000 people. Annual wholesale water sales account for 17 percent of annual water sales and 40 percent of annual water demand.
The City of Gresham was Portland's first municipal wholesale customer. Gresham citizens first received Bull Run water on February 1, 1912.
Recently, new agreements were negotiated and agreed to between the city and the public wholesale customers. During 2006 and 2007, five of the 13 cities and public water districts signed 10-year agreements, and eight of them signed 20-year agreements. These agreements are virtually identical except that the 10-year agreement customers pay a higher rate of return to the city than those with 20-year agreements. Six small water companies have agreements that are similar to the new agreements of the cities and large water districts.
